A civil contractor is a person or firm hired to carry out construction work, such as foundations, RCC frames, masonry and finishing, with their own crew and equipment.
The civil contractor executes the work; an architect or engineer designs it. That split decides who you hire and who answers for defects.
What Does a Civil Contractor Do?
A civil contractor turns approved drawings into a finished structure. The core scope covers:
- Earthworks: clearing, levelling and excavation.
- Structure: PCC (plain cement concrete) base, footings and RCC (reinforced cement concrete) columns, beams and slabs.
- Walls: brick or block masonry and plastering.
- Finishing: waterproofing, flooring, tiling and painting.

Who does what on a building project
Hire the roles you need| Role | Main job |
|---|---|
| Architect | Design, drawings, plan approval |
| Structural engineer | Structural design and safety |
| Civil contractor Builds it | Executes the construction |
| PMC (project management consultant) | Supervises quality, cost and time |

Which Type of Contractor Fits Your Project?
Most homeowners hire a material-plus-labour or turnkey contractor. The five common types are:
Types of civil contractors
Scope sets price and accountability| Type | Scope |
|---|---|
| Labour-only | Supplies the crew; you buy materials |
| Material plus labour Most homes | Buys materials and builds to your drawings |
| Turnkey | One price from design coordination to handover |
| Specialist | One trade: waterproofing, demolition or earthworks |
| Government-enlisted | Graded by CPWD or a state PWD for public tenders |
What Skills Separate a Good Contractor From a Poor One?
A good contractor reads drawings accurately, prices honestly and supervises daily.
- Estimating: prepares a BOQ (bill of quantities), an itemised list of work, quantities and rates.
- Code knowledge: follows IS 456:2000, the Indian code for plain and reinforced concrete.
- Quality control: cube tests, rebar cover and correct mixes (see our M20 concrete ratio guide).
- Site management: labour, material storage, safety and schedule.
Which Licences Should a Civil Contractor Have in India?
India has no single national licence for a civil contractor. Rules vary by state and type of work.
- PWD or CPWD enlistment: graded classes, needed for government tenders only.
- GST, PAN and Udyam (MSME) registration.
- BOCW Act, 1996 (Building and Other Construction Workers) registration for sites with 10 or more workers, plus PF and ESI.
- Insurance for workers and third parties.
Check GST and Udyam numbers on the government portals. Workers' welfare cess of 1% of construction cost applies to most projects; individual houses under ₹10 lakh are exempt.
How Do You Shortlist and Vet a Civil Contractor?
Vet a civil contractor by seeing their work in person. Online ratings come second.
- Collect four to six names from neighbours and your architect.
- Check registrations and ask for a list of past sites.
- Visit one finished and one running site.
- Call two past clients about delays and extra bills.
- Get three itemised quotes on the same drawings.
In Bengaluru, favour local monsoon and soil experience. Walk away if you see:
- No written contract or BOQ
- A large cash advance up front
- No named site supervisor
How Much Does Civil Work Cost per Sq Ft in Bengaluru?
Material-included civil work in Bengaluru costs about ₹2,000 to ₹3,000 per sq ft for a standard house, per published 2026 rate sheets.
Indicative Bengaluru rates, 2026
With material; excludes land and interiors| Finish grade | ₹ per sq ft |
|---|---|
| Basic | 1,995–2,415 |
| Standard Most homes | 2,415–3,045 |
| Premium | 3,150–4,725 |
The lowest quote often costs more: ask whether GST, sump and compound wall are included.
Labour-Only or Material-Included: Which Contract Should You Sign?
A material-included contract suits most homeowners. Labour-only saves money only if you buy materials and supervise daily.
Labour-only
More controlPoints
- You buy cement, steel and sand
- Quality blame is hard to assign
- Heavy daily supervision
Material-included
Less effortPoints
- Contractor buys agreed brands
- One party answers for quality
- Lighter supervision
A lump-sum contract fixes one price for a set scope; an item-rate contract pays per measured quantity.
Insist on an itemised BOQ and link each payment to a finished stage, such as plinth or roof slab. Hold back retention until the defect liability period ends.
Buying materials yourself?
Construction materials with a GST invoice, delivered across Bengaluru.
What Are Your Next Steps Before Hiring?
Fix your scope and budget first. Then get approved drawings, vet three contractors, compare itemised quotes and sign a contract with milestones and retention.
