1) What difference does 100Hz actually make?

It helps in games too, but most people feel the difference within minutes of normal work.

2) I connected it but it is still running at 60Hz. Why?

Two likely reasons. First, connect using the HDMI cable, not VGA — VGA is an analogue connection and will not reliably carry 1080p at 100Hz. Second, Windows often defaults to 60Hz even on a capable cable: go to Display settings, then Advanced display, and set the refresh rate to 100Hz manually.

3) Is 250 nits bright enough?

For a normal indoor room, yes — and it is typical for monitors at this price. Where it will struggle is a desk facing a bright window or in direct sunlight, where you would want a brighter panel or simply to reposition the desk. For an office, study or bedroom it is perfectly adequate.
