No. This is a 5-step regulator – the fan speed changes in five fixed increments, not continuously. The 360° in the name refers to the knob turning a full circle in either direction; it does not mean stepless control. If you specifically need continuously variable speed, this is not the right product for you.

This regulator is capacitor-based rather than resistor-based. Resistor-type regulators shed the excess as heat, which wastes energy and often causes an audible hum at lower speeds. A capacitor-based regulator runs cooler and hum-free, while still giving fixed speed steps.
