2) Can I use it to vacuum up water or wet debris?

No. This is a dry-use tool only. Drawing water or wet slurry into it risks damaging the motor and creates a serious electrical hazard.

3) Is it suitable for fine construction dust?

It handles general site debris and dust well. But note that very fine silica dust from concrete cutting passes through basic filtration and stays airborne — for that, use extraction at the tool and wear an N95 mask rather than relying on a blower to clean up afterwards.
